What is a WSP and an ATR?
A Workplace Skills Plan (WSP) sets out the training you plan to give your staff in the year ahead. An Annual Training Report (ATR) records the training you actually delivered in the year just gone. Both are submitted to your SETA.
They are two halves of the same conversation with your SETA: what you intend to do, and what you did.
Do we have to submit a WSP and ATR?
If your annual payroll is above R500 000 you pay the Skills Development Levy — 1% of payroll — to SARS. Submitting a WSP and ATR is how you claim the mandatory grant, which SETAs pay at 20% of levies. Skip it and the money simply stays with your SETA.
It matters more than the refund, though. The B-BBEE Codes require a SETA-approved WSP and ATR before you can claim Skills Development points at all — so without them you forfeit a 20-point element on your scorecard, not just a grant.
You also need a registered Skills Development Facilitator, and where you have a union recognition agreement the submission has to be signed off by the union.
When is the WSP/ATR deadline?
30 April each year. The submission window at most SETAs opens on 1 February.
Individual SETAs sometimes grant an extension to 31 May, and several did so in 2025 and 2026 — but usually only for employers who had already started their submission, and never as a guarantee. Do not plan around one. Confirm the date with your own SETA.
Can learnerships be for people we do not employ?
Yes. We place both employed and unemployed learners on accredited learnerships, from NQF 1 to 7, and we handle bursaries as well.
Unemployed learners are often the stronger scorecard play, because absorbing them at the end of the programme earns bonus points.
